Mr. Edwards received a Bachelor of Science degree in Managerial Economics from University of California, Davis.  He has a broad depth of experience providing stormwater consulting services, construction management consulting services, general construction services, habitat restoration services, GPS collection and management of staff and equipment. Mr. Edwards oversees and manages the Central Valley office, as well as has served as the Environmental Services Superintendent for a large landscaping firm, profitably managing approximately 65 employees, 40+ pieces of equipment and operating budgets in excess of $12 million dollars. 

Mr Edwards specializes in Stormwater Pollution Prevention Plan (SWPP) preparation, Erosion and Sediment Control Plan (ESCP) preparation, Stormwater Sampling and Analysis Plan (SAP), site stormwater monitoring -report preparation, including the notification of subcontractors, superintendents of necessary BMP corrections, he prepares site SWPPP plan amendments, construction budget consultations, staff training and subcontractor training certifications, site SWPP consultations, BMP  recommendations, and regulatory audit consultations. Mr. Edwards has the ability to quickly assess situations and make decisions to facilitate a cost effective solution and completion of all necessary tasks.

Kevin J. Britton

Mr. Britton has over 22 years of professional GIS experience with the leading GIS software programs in both Windows and UNIX operating systems. He has provided map compilation and production utilizing a wide variety of software including: ESRI’s ArcGIS, ESRI's ArcView, Intergraph MGE, and Trimble GPS software, Surfer 8, MapInfo, Autodesk's AutoCad, AutoCad Map, AutoCad Land Development Desktop, Autodesk Survey  and Autodesk Civil Design.  He also performs spatial analysis, modeling, and geo-processing, for designing and producing effective maps, reports and other graphical data products He is familiar with different levels of data capture thru digitizing and scanning, raster to vector conversion and Global Position System data acquisition with post processing. 

Within Mendocino County Mr. Britton has completed numerous mapping projects, most recently mapping a biologically diverse area of over 65,000 acres for a conservation project.  Maps are a visual means of communication. Mr. Britton helps NCRM navigate the maze of graphic design, font and color choices, data quality issues, scales and projections to create a design that is clear accurate and is fine-tuned for any output medium.

Estelle Clifton

Estelle P. Clifton is a Registered Professional Forester with 6 years professional forestry and environmental planning experience.  As a Forester Ms. Clifton specializes in: preparation of Timber Harvest Plans, Non-Industrial Timber Management Plans, Erosion Control Plans, interacting with regulatory agencies, overseeing and implementing timber harvests, silvicultural prescriptions, road construction, reforestation, timber cruising and design, and GIS/GPS applications. 

As a Botanist Ms. Clifton provides Botanical Assessments for large and small projects requiring compliance with the California Environmental Quality Act (CEQA), these projects include timber harvesting, land conversion, minor and major subdivisions and development plans/permits.  Ms. Clifton’s experience includes conducting state and federal protocol Special Status Plant Species Surveys, classifying watercourses, identifying riparian vegetation, and conducting wetland delineations that met the requirements of the US Army Corps of Engineers Technical Report (Y-87-1) and the California Coastal Act guidelines.& 

Ms. Clifton also has experience as an Environmental Planner overseeing the development and review of both small domestic use and large appropriative water rights applications in northern California.

Todd McMahon

Mr. McMahon has over twenty years experience in forestry related land management services as a consulting forester and licensed timber operator.  Mr. McMahon received a Bachelor of Science degree in Forestry from Humboldt State University, Arcata, California. 

As a Registered Professional Forester he regularly prepares and administers Non-Industrial Timber Management Plans, Timber Harvest Plans, Timberland Conversion Permits, Erosion Control Plans, Streambed Alteration Permits, Forest Road Assessments, Harvest Analysis, Timber Cruises, Carbon Offset Projects, and Timber Valuations.& 

As a Project Manger Mr. McMahon represents large industrial and small landowners before local, State, and Federal regulatory agencies, has been an expert witness on forestry related matters before the Mendocino County Superior Court, and is responsible for the supervision of logging operations. This includes timber harvesting, silvicultural prescriptions, road construction, and reforestation as well as annual log marketing and sales for numerous timberland owners.  Mr. McMahon has performed timber and timberland appraisals – clients include conservation organizations and private landowners.  Reports are prepared independently, or in conjunction with other appraisers. 

Mr. McMahon has worked as the Harvest Systems Specialist for a 200,000 acre industrial landowner and as a Licensed Timber Owner/Operator responsible for overall management of logging operations including supervising up to 50 employees.

Andrew Atkins

Mr. Atkins completed his Bachelors of Science at California State Polytechnic University San Luis Obispo (Cal Poly SLO) in Ag Business with a concentration in Finance and Appraisal.  Over the last three years Mr. Atkins has worked as a Project Manager for North Coast Resource Management (NCRM). He has managed multiple carbon projects and been primarily responsible for NCRM’s ventures into the rapidly expanding market for carbon offsets derived from sustainably managed forests. 

Combining Mr. Atkins’ love of the outdoors with his formal education in finance and real estate has proved to be a perfect complement for the evolving carbon offset markets. Mr. Atkins describes himself as a “eco-capitalist.” The new field of carbon offsets derived from sustainably managed forest provides a great opportunity for eco-capitalism. i.e. doing right by the environment and creating positive cash flow for NCRM’s clients. 

As Carbon Project Manager, Mr. Atkins facilitates the completion of carbon projects from boots on the ground carbon inventory cruising, to facilitating sales programs with carbon market leaders.  As a part of the preparation work for carbon projects Mr. Atkins has, along with other members of NCRM’s team, conducted timber stand inventory cruises, stocking surveys, boundary line assessments, and other appurtenant duties involving carbon project development.< 

Mr. Atkins has supervised several carbon projects that have since gone onto being listed with the Climate Action Reserve (CAR).  To date NCRM has “listed” three Improved Forest Management projects with CAR totaling over 20,000 acres of Timberland. By April 30^th 2010 NCRM anticipates to list an additional 100,000 acres into CAR’s program.

Alexander L. DeGeorgey

Archaeology Project Manager, Director of Cultural Resources

Mr. DeGeorgey’s professional archaeological career spans 16 years with both public agencies and the private sector engaged in the management of cultural resources. Mr. DeGeorgey has logged more than 15,000 hours as the lead project archaeologist participating in over 250 studies in northern California. These investigations satisfied the requirements of the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and/or the California Environmental Quality Act.

Mr. DeGeorgey completed a Masters degree at the California State University, Chico. He is listed as a qualified archaeologist in good standing with the Register of Professional Archaeologists. He meets the Federal standards for cultural resource specialists involved in preservation activities at all levels of government. Mr. DeGeorgey keeps current of legislative changes and their applications pertinent to the management of cultural resources. He continues to play an active role in the Society for California Archaeology, the Registry of Professional Archaeologists, and local historical organizations.
